I think this dress was an Edwardian restyled into a costume in the 30s.
Lots of insertion lace, puff sleeves.
Back hook and eye and snap closure.
Small holes scattered throughout.
A few medium sized repairs in skirt.
Has not been cleaned. Age spotting and discoloration throughout. 
Beautiful and wearable!
